The Gifted Student

The label of "Gifted and Talented student" refers to an elementary or secondary student who is identified by professionally qualified individuals as possessing one or more unique learning characteristics...A gifted and talented student needs different services beyond those normally provided by the regular school program in order to develop the student's potential. Maryland embraces an inclusive definition of giftedness that affirms “gifted and talented students are to be found in youth from all cultural groups, across all economic strata, and in all areas of human endeavor.”

Gifted and talented students are in all schools and are present at every grade level, every cultural group, and every economic level (National Excellence Report, 1993). Therefore, it is important that all administrators and teachers understand how students are identified and selected for the BCPSS Systemic Gifted and Talent Education program: Schoolwide Enrichment Model.

GATE Program

The MSDE Review Team for Master Plan II asked for the development of a systemic Gifted and Talented Education (GATE) program for BCPSS students. This led to the development of a concept paper providing a justification and chronology of GATE initiatives as a systemic program for gifted educational services for the BCPSS.  It is the desire of the BCPSS to implement a model such that all schools will be able to institutionalize appropriately challenging programs for gifted and potentially gifted students. The Baltimore City Public School System has identified the Schoolwide Enrichment Model as the systemic model for gifted education.
